Community Development Block Grant Program (CDBG)

As an entitlement City for the Community Development Block Grant (CDBG) program, the City of Sunrise receives an annual federal grant award from the U.S. Department of Housing and Urban Development (HUD). The purpose of the CDBG funding is to provide decent housing, a suitable living environment and better economic opportunities for low- to moderate-income residents.

 To be eligible, CDBG activities must meet one of the following 3 national objectives: 

1. Benefit low- and moderate-income persons
2. Prevention or elimination of slums or blight
3. Address community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community for which other funding is not available. 

Consistent with the Priority Needs identified in the FY2020 – 2024 Consolidated Plan, the City uses CDBG to fund activities that include, but are not limited to, the following: 

1. Residential Rehabilitation
2. Public Services
3. Public Facilities and Improvements 

The Grants Division of the City of Sunrise is responsible for the administration and implementation of CDBG funds.  

The HOME Investments Partnership Program (HOME)

The HOME Investments Partnership Program (HOME), funded by the U.S. Department of Housing and Urban Development (HUD), is the largest federal block grant to State and local governments designed exclusively to create affordable housing for low- to moderate-income households. The City of Sunrise is a recipient of HOME funds as a member of the Broward County HOME Consortium. 

 The City utilizes HOME funds for Purchase Assistance for LMI households throughout the City. The Broward County Housing Finance and Community Redevelopment Division is responsible for the administration and implementation of HOME funds.  

State Housing Initiatives Partnerships (SHIP)

The State Housing Initiatives Partnership program (SHIP) is funded through the Florida Housing Finance Corporation. Funds are provided to local governments as an incentive to create partnerships that produce and preserve affordable homeownership and multifamily housing. The program was designed to serve low- to moderate-income residents throughout the City of Sunrise.    

In accordance with SHIP requirements, the City of Sunrise developed the FY2020-2022 Local Housing Assistance Plan to identify strategies to meet the affordable housing needs of our community. The City uses SHIP funds for the following activities: 

1. Owner Occupied Residential Rehabilitation
2. Disaster Assistance, upon a major disaster declaration

 The Grants Division of the City of Sunrise is responsible for the administration and implementation of SHIP funds.  

 Neighborhood Stabilization Program (NSP) (CLOSED) 

The Neighborhood Stabilization Program (NSP) is part of the national effort to restore homes and renew neighborhoods hit hardest by the recent housing crisis. The NSP signals opportunity for homebuyers and stronger neighborhoods with reinvestments that go straight to the heart of our community.  As an entitlement City for the NSP program, the City of Sunrise received two rounds of federal grant awards from the U.S. Department of Housing and Urban Development (HUD).  The City received $3,494,986 in NSP1 funding.  The City received $1,775,162 in NSP 3 funding.  The City utilized NSP funds for the acquisition of foreclosed properties, along with the rehabilitation and resale of the homes to income eligible households.
