NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

On or about June 6, 2025, the City of Sunrise will submit a request to FloridaCommerce for the release of CDBG-CV2 funds under Title 1 of the Housing and Community Development Act of 1974, as amended, to undertake a project known as WiFi In The Parks for the purpose of improving public facilities in the city. This project is limited to the installation of broadband at three public facilities. The broadband installation will address internet accessibility as well as remote-employment and educational needs for the City’s low- and moderate-income residents.

Project Locations:
1. City Park – 6600 Sunset Strip, Sunrise, FL 33313
2. Roarke Hall – 1720 NW 60th Avenue, Sunrise, FL 33313 
3. Village Beach Club – 6767 NW 24th Street, Sunrise, FL 33313

Total Estimated Funding is $268,332.93

The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at:

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the City of Sunrise, City Manager, Mark Lubelski at MLubelski@sunrisefl.gov or 954-746-3433. All comments received by June 5, 2025 will be considered by the City of Sunrise prior to authorizing submission of a request for release of funds.

ENVIRONMENTAL CERTIFICATION

The City of Sunrise certifies to FloridaCommerce that Mark Lubelski in their capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  FloridaCommerce’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Sunrise to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

FloridaCommerce will accept objections to its release of fund and the City of Sunrise’s certification for a period of seven days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Sunrise; (b) the City of Sunrise has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by FloridaCommerce; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to FloridaCommerce at
